ATV survey on when, where, if ATVs should be allowed in Gravenhurst open to riders, public
GRAVENHURST – When, where and if ATVs are allowed on roads in town here is being considered.
And riders and the public are being asked to wade in with their thoughts, says a news release on a survey the next month.
The town has been looking at a bylaw that would allow ATVs to be driven on roads boundary and is seeking additional public input.
A public meeting was held on August 27, and an educational working session was held on August 20, both of which were attended by the OPP.
Council is now seeking additional public input, specifically as it relates to the following questions:
Should a by-law be approved at all?
If a by-law were considered…
Should the by-law restrict ATV use only in certain areas of the municipality?
Should the by-law restrict ATV use only during certain times of the year?
Should the by-law restrict ATV use only during certain times of the day?
“Feedback to these questions will help Council get a better sense of public opinion and provide guiding principles should a by-law be considered,” said Scott Lucas, director of development services.
The Highway Traffic Act defines and regulates classes of off-road vehicles and establishes prohibitions and permitted uses on Highways. It was also describes regulatory exemptions for use by utility agencies, municipalities, farmers and licensed trappers. This regulation applies to single seat All-Terrain Vehicles (ATVs) and does not apply to other types of offroad vehicles such as mini bikes, dirt and moto-cross bikes, or to other categories of ATVs, including threewheelers, dune buggies, side-by-sides, snowmobiles or vehicles such as Argo brand etc.
“The primary interest to municipalities is the definition of, and allowance for, municipalities to pass by-laws allowing for the operation of All-Terrain Vehicles (ATVs) on shoulders and paved portions of certain classes of highways under their jurisdiction,” added Lucas.
The Town Council is seeking input and is hoping to receive any comments prior to the end of the day on November 22.
